    ,In an exclusive interview with SP Kanwar VP Singh, who deals with Security and Intelligence at Punjab Prisons Headquarters, we delve into the intricate workings of the prison system in Punjab.

    With a career marked by dedication to reform and a vision for a more humane and secure correctional environment, SP Kanwar VP Singh shares insights into the challenges, achievements, and future plans that shape the lives of inmates and staff alike.

    From implementing advanced technology to enhancing rehabilitation programs, his efforts are transforming the way prisons are managed in the region.

    Journey and Inspiration

    “My journey into uniformed services was unexpected. After completing my B-Tech in Electronics and Communication Engineering in 2008, I had a job offer from L&T Infotech. However, the global recession delayed my job call, prompting me to prepare for government service exams. In 2010, I cleared my first exam and joined the Food & Civil Supplies Department in Punjab as an Inspector. The potential to contribute to society and humanity at large motivated me to aim for Civil Services, with the prospect of wearing the khaki uniform being particularly appealing and satisfying.”

    Biggest Challenges

    “Currently, my role at the Punjab Prisons Headquarters presents the challenge of multitasking efficiently, with no room for negligence or mistakes. Reporting directly to senior officers adds a layer of responsibility, demanding the highest levels of integrity and credibility.

    During my previous postings at various jails, managing overcrowding and ensuring the safety of both inmates and staff were significant challenges. This required constant vigilance, effective resource management, and innovative solutions such as enhancing recreational facilities and expanding suitable accommodations for inmates. Combating corruption and misconduct within the system has also been a priority, addressed through strict rule enforcement, regular audits, and promoting accountability.”

    “What could be more fascinating and satisfying than seeing yourself in khaakee”

    Key Achievements and Reforms

     “Under the able guidance of senior officers of the department, I have played a crucial role in establishing the Punjab Prisons Development Board in 2020 and subsequently operationalizing petrol pumps within certain prisons under this Board. I have also assisted in installation of various security equipment and features across Punjab jails. My tenure has seen the enhancement of educational and vocational training programs for inmates, improved healthcare services, and the integration of technology for better management and monitoring. These reforms have enhanced efficiency, transparency, and security within the prison system, creating a safer environment for both inmates and staff.”

    Rehabilitation Programs

     “Our rehabilitation programs emphasize education, vocational training, and psychological support. Inmates have access to formal education, trades like carpentry and tailoring, and counseling to address underlying issues contributing to criminal behavior. These initiatives have significantly reduced recidivism, equipping inmates with the skills and qualifications necessary for successful reintegration into society. Regular assessments and feedback help us refine these programs, ensuring they meet the evolving needs of inmates.”

    Overcrowding and Violence Prevention

     “To address overcrowding, the department is expanding existing facilities and promoting rehabilitation and de-addiction programs to reduce recidivism. To prevent violence, the department has implemented stricter security protocols, increased staff training, and established conflict resolution programs. Regular inspections and intelligence gathering help us identify potential threats early. These measures, along with improved living conditions and mental health support, contribute to a safer environment within our jails.”

    Technology Integration

    “Technology has been transformative in managing Punjab Jails. The department has implemented a digital inmate management system that tracks inmate records, movements, and activities, enhancing transparency and efficiency. Surveillance systems, including CCTV cameras, have improved security and reduced incidents of violence and contraband smuggling. Inmates can communicate with their families through Inmate Calling Systems, and purchase items from jail canteens using smart cards. Overall, technology has streamlined operations, improved safety, and facilitated better resource management within our facilities.”

    Healthcare Services

     “Inmates receive comprehensive healthcare services, including routine check-ups, emergency care, and specialized treatment. We maintain 24/7 medical staff and collaborate with local hospitals for more complex cases. Preventive measures, such as cleanliness drives and health education, are prioritized. Mental health support is also a key component, which is why psychologists and counselors are made available to assist inmates dealing with psychological issues. Additionally, we support addict prisoners in accessing de-addiction services through OOAT Clinics established within jails.”

    Education and Skill Development

     “We offer a wide range of educational and skill development opportunities for inmates, from basic literacy classes to higher education courses. Vocational training in trades such as carpentry, tailoring, and computer skills is also available, aimed at enhancing inmates’ employability and aiding their successful reintegration into society. Partnerships with educational institutions and NGOs further enrich these offerings, with regular assessments and certifications providing inmates with a sense of achievement and purpose.”

    Mental Health Support

    “Mental health is a priority within our prison system. The department has dedicated mental health professionals providing counseling and therapy to inmates, with regular screenings to identify those in need of support. Awareness programs are conducted to reduce the stigma around mental health issues and encourage inmates to seek help. Support groups and peer counseling programs are also in place, ensuring inmates receive the necessary care during their incarceration.”

    Future Reforms

     “Our future reforms are focused on further enhancing rehabilitation and reducing recidivism. The department plans to expand educational and vocational training programs to ensure more inmates have access to these opportunities. Improving mental health support and healthcare services remains a priority, and we are exploring advanced technologies for better management and monitoring. Strengthening partnerships with NGOs and community organizations will help provide comprehensive support to inmates. Additionally, we aim to implement more measures to address overcrowding and promote restorative justice practices.”

    Motivation and Commitment

    “My motivation and commitment stem from a deep belief in the potential for positive change within the prison system. Witnessing inmates successfully reintegrate into society and lead productive lives is incredibly rewarding. The support and dedication of our staff also keep me motivated, as we work together to overcome challenges and implement meaningful reforms. Personal values of justice, fairness, and service to the community drive me to persevere, despite the difficulties. The opportunity to make a tangible difference in the lives of inmates and their families is a constant source of inspiration.”

    Improving Public Perception

    “Improving public perception of the police and prison system requires transparency, accountability, and positive community engagement. Highlighting success stories of rehabilitation and reintegration can show the public that the system can produce positive outcomes. Regular communication of our efforts and achievements through media and public forums can help build trust. Providing training to officers on community relations and ethical conduct ensures respectful and professional interactions with the public, further enhancing perception.”

    Advice for Aspiring Police Officers

    “For those aspiring to join the police force, particularly in prison management, I recommend focusing on education and continuous learning. A background in criminology, psychology, or social work can be beneficial, although I didn’t study these fields. Developing strong ethical values and a commitment to justice and service is crucial. Be prepared for the challenges of the role, and cultivate resilience and empathy. Practical experience, such as internships or volunteering, can provide valuable insights. Building strong communication and conflict resolution skills is also essential. Stay motivated by the potential to make a positive impact on individuals and society.”

    Community Interaction

    “The prison system interacts with the broader community through various initiatives aimed at fostering positive relationships. We collaborate with NGOs and community organizations to provide rehabilitation programs and support services. Community service projects involving inmates help bridge the gap and change public perceptions. Engaging with families of inmates through support groups and counseling ensures they remain connected and involved in the rehabilitation process. These initiatives create a supportive environment that aids in the reintegration of inmates.”

    Respecting Human Rights

    “Respecting the human rights of inmates is a core principle in our management of Punjab Jails. The department adheres to national and international standards for the treatment of prisoners. Regular training for staff on human rights and ethical conduct reinforces this commitment. We have mechanisms in place for inmates to report grievances, ensuring they are addressed promptly. Regular inspections and audits help maintain standards. Providing access to healthcare, education, and mental health support ensures inmates’ basic rights are upheld. Transparency and accountability are key to fostering a humane and just prison environment.”

    Primary Responsibilities

    “As the Superintendent of Jails, my primary responsibilities include overseeing the security and management of the prison. This involves ensuring the safety of inmates and staff, implementing rehabilitation programs, and maintaining discipline. Developing and enforcing policies that promote inmate welfare and reduce recidivism is crucial. Effective resource management, including budget and personnel, is another key aspect of my role. Regular inspections and audits ensure compliance with standards and regulations. Balancing welfare and security, while maintaining humility and strictness, is essential to a successful tenure. Managing both domestic and professional life is also a significant challenge in this role.”

    Handling Corruption and Misconduct

    “Addressing corruption and misconduct is vital to maintaining integrity within the correctional system. The department has strict policies and procedures in place to detect and address any unethical behavior. Regular audits, inspections, and surprise checks help identify potential issues early. Training programs for officers emphasize ethical conduct and accountability. When cases of corruption or misconduct are identified, they are dealt with promptly and transparently, with appropriate disciplinary actions taken to maintain trust and integrity.”

    Handling Stress and Pressure

    “Managing stress and pressure is essential in my role. I practice regular self-care, including exercise, meditation, and spending time with family and friends. Seeking support and guidance from senior officers help me in dealing with extreme situations in a better way.

    Delegating tasks and trusting my team helps distribute the workload and reduce pressure. Maintaining a balanced perspective and focusing on the positive outcomes of our efforts keeps me motivated. Seeking support from mentors and colleagues provides valuable insights and encouragement.

    Continuous learning and professional development help me stay equipped to handle challenges. These strategies collectively help me manage stress and maintain effectiveness in my role.”

    Films and Reality

    “While films can raise awareness about the challenges faced by law enforcement officers and life in jail, they often dramatize or exaggerate situations for entertainment purposes. Some films do accurately depict the complexities of the prison system and the dedication of officers, but they can also perpetuate stereotypes and misconceptions.

    It’s important to distinguish between fiction and reality and to seek accurate information from reliable sources. Films can be a powerful tool for education and advocacy, but they should be viewed critically, considering their limitations in representing the full scope of real-life experiences in the prison system.”

    “Under the able guidance of senior and experienced officers, the strategic plans for the future involve expanding rehabilitation programs, enhancing security measures, and promoting transparency and accountability. The department aims to increase educational and vocational training opportunities for inmates to reduce recidivism.

    Expanding healthcare services, particularly mental health support, is a priority. We plan to integrate more advanced technologies for better management and monitoring of prisons. Strengthening community partnerships will help provide comprehensive support to inmates during their reintegration. Overall, our focus is on creating a more humane and effective correctional system that prioritizes rehabilitation and public safety.”
